But as a quick response, I would suggest PHP and MySQL if the no chess playing algorithms are required to be implemented. Otherwise ASP.NET with C# would be better suited.
Applications for desktop would require Visual Basic/C#. Objective-C (iOS) for Mac and iPhone and Java for Android.
The game-play can be either with Flash or with HTML5/CSS3.
